The Alternative Service Delivery Unit

An off-grid service delivery team that oversees the design, facilitation and implementation of community-led service models that are financially sustainable, technically sound and socially inclusive.

The ASDU

The Alternative Service Delivery Unit (ASDU) has been established to design, facilitate and manage the provision of energy services to unserviced and unserviceable communities, on behalf of relevant stakeholders.

ASDU applies an adaptive co-design framework to facilitate community led energy provision. The ASDU partnership model is built on three interrelated fundamentals of modern service delivery - social inclusion/mobilisation, customised technical design and financial sustainability.

ASDU is being implemented by the GreenCape Sector Development Agency (GreenCape) and is directed by GreenCape’s institutional identity, governance, standards and compliance frameworks.


Background

Traditional models for off-grid electrification have struggled to be replicated across different geographies, especially in South Africa. The ASDU has been established by GreenCape to design, facilitate and manage the provision of energy services to unserviced and unserviceable communities, on behalf of relevant stakeholders.

ASDU applies an adaptive co-design framework to facilitate community led energy provision.

There are three vital lenses to holistic community-lead electrification:

  • Social inclusion and mobilisationof the affected community
  • Customised technical design
    • The right technology for the context and the need. This cannot be preselected but needs to be based on an in-depth community needs analysis
  • Financial sustainability and affordability of the intervention

Without a focused effort to ensure a balanced complement of skills and funding, to including the social, technical and financial aspects of an intervention, the operating model is often ill-equipped to consider complex challenges within the electrification contexts.


How It Works

In-depth process is to identify community priorities, resources, needs and solutions in such a way as to promote representative participation, good governance, accountability and peaceful change.

The key function of the ASDU operational team is to ensure the implementation of sustainable off-grid solutions in South Africa. This will be achieved through the following multi-step process, which is adaptable and replicable. The learnings developed in this process are used to influence local and national policy design.
